Why isn't a reversal 3 points in wrestling?

By definition you have to escape to then record "takedown" for reversal. Also, is there an shoulder angle requirement for "exposure" points? At one point it looked like the ref was measuring to see if shoulders were less than 90 degrees during the Pitt match. Thanks.
